Based on a conceptual painting by Ed Valigursky which appeared in the 'Man and Space' book by Isaac Asimov and published as part of the LIFE Science Library in 1962, the Tri-ang Explorer Mev2 vehicle was a very much down-sized version of what the real one would have been had it been built. That tiny dome atop the Mev2 would have been the cockpit in which an astronaut sat. As you can tell it's quite small in comparison to the HO scale figure.
The articulation of the arm is nicely done on this diminutive toy.
