When I see a dramatic pose like this, the first thing that comes to mind is an in-flight emergency and he's pointing to a bird (aka airplane) in trouble. Generally speaking you wouldn't see guys like this just standing around the flightline, but he may be tower personnel and may be standing on the perimeter walkway around the tower or, because he's got his cover (hat) on, he may be at ground level.
